The Workshop on Measuring Democracy and Good Governance - Munich, January 2002 The Workshop on Measuring Democracy and Good Governance was organised by Eurostat, in co-operation with the Carl Duisberg Gesellschaft (CDG Munich). It was held in Munich, Germany in January 2002. The target groups of this Workshop were researchers, statisticians, producers and users of statistical information from beneficiary countries (in particular ACP) and other countries involved in the fields of Democratisation and Governance.
- The Workshop fell within the scope of the Communication from the Commission to the Council and to the European Parliament of May 8th, 2001, which defined the role of the EU in promoting human rights and democratisation in third countries. The intention was to: Promote coherent and consistent policies in this area,
- Place a higher priority on these issues as part of the European Union’s relations with third countries, and
- Adopt a more strategic approach to the European Initiative for Democracy and Human Rights (EIDHR).
The main objectives of the Workshop were to:
- Assist in the identification of the different available methodological options in these areas.
- Start a process, which aims to define the general orientation of the work.
- Present certain practical work in the quantitative approaches in the measurement of governance.
- Present the state of the art in this field and facilitate the exchange information.
- Establish recommendations for future activities.
2002 Final Report on Brussel Seminar on Statistics and Human Rights The general orientation and purpose of the Seminar on Statistics and Human Rights (Brussels, November 2002) aimed at:
- Present conceptual and practical work/case studies of organisations involved in the fields;
- Facilitate exchange of information;
- Consolidate the ‚network‘ created at the Munich Workshop on Measuring Democracy and Good Governance and inform on its progress;
- Establish proposals for potential statistical projects within the selected thematic fields.
The Seminar covered four broad themes: Civil and political rights, Economic, Social and Cultural Rights, Groups facing particular vulnerability and Democracy, Good Governance and the rule of law.
Map-Making and Analysis of the Main International Initiatives on Developing Indicators on Democracy and Good GovernanceMap-Making and Analysis of the Main International Initiatives on Developing Indicators on Democracy and Good Governance The project above was carried out by a team of the Human Rights Centre at the University of Essex and Rights and Humanity - UK; the study was commissioned by EUROSTAT. The overall objectives were:
- to provide a synopsis of the different approaches and methodological options;
- to supplement and enrich the documentation related to the development of indicators on Democracy and Good Governance; and
- to serve for increased efficiency in the development of indicators related to Democracy and Good Governance.
