Chart S13-1 decomposes the net lending / borrowing of government, in the euro area, by main categories of receipts and payments. The receipt side records taxes less subsidies on production and current taxes on income and wealth. The payment side records notably compensation paid to government employees and social contributions less benefits that account for the surplus/deficit of the social security (including public pension schemes). The category "others" includes in particular the proceeds of the sales of UMTS licenses, that is the right to use the hertzian spectrum for the third generation of mobile phones. In 2000, these sales reached particularly high amounts (about 1 % of euro area GDP). Chart S13-2 provides the same decomposition of net lending / borrowing but for the government sector of the European Union.
Chart S13-3 shows the decomposition of the net financial wealth of government, in the euro area, by financial instruments, both on the assets and liabilities sides all expressed as a percentage of the gross domestic product.
