An enterprise birth occurs when an enterprise or company starts from scratch and begins operations. An enterprise birth occurs when new production factors, in particular new jobs, are created. If a dormant unit is reactivated within two years, this event is not considered a birth. Births do not include new corporate entities created from mergers, break-ups, spin-offs or the restructuring of enterprises.
