Total general government expenditure is all the money that a government spends.

Total general government expenditure is defined according to Commission Regulation (EC) No 1500/2000 of 10 July 2000 on general government expenditure and revenue. It comprises the following categories of the European System of Accounts 1995 (ESA 95):
- intermediate consumption
- gross capital formation
- compensation of employees
- other taxes on production
- subsidies payable
- property income
- current taxes on income, wealth, etc.
- social benefits other than social transfers in kind
- social transfers in kind related to expenditure on products supplied to households via market producers
- other current transfers
- adjustment for the change in net equity of households in pension fund reserves
- capital transfers payable
- acquisitions less disposals of non-financial non-produced assets
